Channel 4 News reveals new footage of the alleged massacre of Tamils

Channel 4 News reveals new footage of the alleged massacre of Tamil prisoners which promoted a UN investigation last year, as the Sri Lanka President Mahinda Rajapakse arrives in London.


Three months after Sri Lanka declared victory over the Tamil Tigers, Channel 4 News broadcast footage apparently showing government troops summarily executing Tamils during the final push of the war.

Now damning material concerning the behaviour of government troops in the country's civil war has emerged.

The video shows the same incident as one aired 16 months ago by Channel 4 News which the Sri Lankan government maintains was fake. It showed the execution of bound men on a muddy track, purportedly defeated Tamil prisoners. A UN investigation later found that the video "appeared authentic".

The new video seems to show the same incident but rather than stopping after the execution of a second bound man, it continues and the camera pans left reveals the naked and dead bodies of at least seven women, with accompanying dialogue from onlookers who make lewd and callous comments which seems to strongly suggest that sexual assaults have taken place before the death of the women.

Channel 4 News Foreign Affairs Correspondent Jonathan Miller said: "The rest of the video is too gruesome to broadcast: women bound, shot dead, undressed; callous comments from onlookers laden with sexual innuendo. Since Channel 4 News received and broadcast the executions video over a year ago we have received hundreds of photographs and many more shocking videos depicting summary executions and rape. We've now sent this five minute 30 second video to the UN panel conveined to determine whether or not there should be an independent international war crimes inquiry."

The video emerged as the Sri Lankan President Mahinda Rajapakse prepared to speak at the Oxford Union later this week. The President arrived in London yesterday on a private visit to the UK.

Amnesty International told Channel 4 News the new footage was important to revealing the truth.

"This video will help show whether that other video was verifiable, credible or not," Sam Zarifi told Channel 4 News.

"Perhaps the most important part of what we've seen with this new video is there are more prisoners who seem to have been killed, there are more army personnel who are present.

"Very troublingly there are indications that deserved to be looked at about possible sexual violence. At least two of the bodies seen in this video seem to be of women, prisoners of war and some of the back and forth chatter is of a sexual nature."

In a statement the Sri Lanka High Commission denied the new video was authentic.

"The High Commission of Sri Lanka categorically denies that the Channel 4 News TV video is authentic. Last year when Channel 4 News telecast a similar video the Government of Sri Lanka clearly established, by reference to technical considerations, that it was not genuine but fake.

"The present video is nothing more than an elongated version of the same video."

The High Commission goes on to accuse separatists of being behind release of the video: "It is no secret that the anti-Sri Lankan separatist lobby which is behind these moves live in the comforts (sic) mainly in the West, and have not contributed towards restoration of normalcy and livelihoods of the deprived people affected by the conflict. Instead they continue to resuscitate the separatist ideology."

President to meet Defence Secretary

It has also emerged that the Defence Secretary Liam Fox is to meet the Sri Lankan President privately during his visit to Britain, Channel 4 News understands.

A spokesman for Dr Fox told Channel 4 News: "Dr Fox will be meeting President Rajapaksa in a private capacity. This reflects Dr Fox's longstanding interest in Sri Lanka and his interest in, and commitment to peace and reconciliation there."

As President Rajapakse is currently visiting the UK, Amnesty International called on the UK police to investigate the allegations.

"We are calling on the police and UK judiciary to examine any of the evidence alleging war crimes and crimes against humanity in Sri Lanka…to see whether any of the members of the Sri Lankan government who are represent in the UK have run afoul of international laws which would trigger UK jurisdiction," Mr Zarifi told Channel 4 News.

Original video claims

In August 2009 Channel 4 News broadcast another video of the alleged executions which provoked an angry reaction by Sri Lankan officials and led to a UN investigation.

The video appeared to depict the execution of nine bound, blindfolded men who, Channel 4 News was told, were Tamils.

The group who obtained the video - Journalists for Democracy in Sri Lanka - claimed it was evidence of extra judicial executions. The video was filmed by a Sri Lankan soldier on his mobile phone in January 2009, the group said.

The decision to broadcast the pictures caused a controversy which embroiled Channel 4 and went as far as the UN Secretary General and the top echelons of the US government.

Sri Lankan officials publically branded the video a fake and lodged a series of complaints with British broadcasting regulator Ofcom.

However, a report commissioned by the UN examined the video frame-by-frame and a group of independent experts said the video appeared "authentic".

The UN's Special Rapporteur on extrajudicial executions, Philip Alston, released the report in January 2010 and called for a war crimes investigation.

"I call for independent inquiry to be established to carry out an impartial investigation into war crimes and other grave violations of international humanitarian and human rights law allegedly committed in Sri Lanka," he said.

The Sri Lankan government cast doubt on the UN's findings, telling a Colombo newspaper they were ambiguous. The foreign minister accused the UN special rapporteur of playing politics, releasing his findings just before a presidential election.

UN investigation

The UN Secretary General Ban Ki-moon has appointed a panel of experts to look into alleged violations of international law towards the end of the Sri Lankan conflict.

The three-person panel will be chaired by Marzuki Darusman, former Attorney General of Indonesia, who had served in the UN independent commission to investigate the 2007 assassination of former Pakistani Prime Minister Benazir Bhuto. The other two members are Yasmin Sooka of South Africa and Steven Ratner of the United States.

The panel has requested submissions by the 15th of December.

Civilian deaths

Sri Lanka's 26-year war ended in May 2009 when the Sri Lanka army defeated the LTTE - Tamil Tigers - in an area dubbed the "no-fire zone".

The UN has officially maintained that an estimated 7,000 Tamil civilians were killed in the last five months of fighting - although credible estimates have put the figure much higher.

Louise Arbour, former UN High Commissioner for Human Rights and now the President of the International Crisis Group told Channel 4 News earlier this year she believed that it was "not implausible" that more than 30,000 civilians had been killed.

எமது அன்புக்கும், மதிப்புக்குமுரிய தமிழீழ மக்களே,

தேச விடுதலை என்ற அதியுயர் இலட்சியக் கனலை நெஞ்சில் சுமந்து, மரணத்தை வெற்றிகொண்டு, எமது இதயங்களில் நித்திய வாழ்வுபுரியும் மாவீரர்களை நினைவேந்தல் செய்யும் தேசிய மாவீரர் வாரம் இது.

சத்தியத்தை சாட்சியாக வரித்து சத்தியப் போர்புரிந்த எமது மாவீரர்களை நாமனைவரும் பூசிக்கும் தூயஏழல் இது. விடுதலையின் முதல் வித்தாக விழிமூடிய லெப்.சங்கர் என்ற அக்கினிக்குழந்தையின் வழித்தடம் நடந்து சத்திய வேள்வியில் தம்மை ஆகுதியாக்கிய ஆயிரமாயிரம் வீரப்புதல்வர்களையும், வீரப்புதல்விகளையும் தமிழினம் ஆராதிக்கும் இந்த நாட்களில் தனியரசுப் பாதையில் மாவீரர்களின் ஆன்மீக வல்லமை வேண்டி நாமனைவரும் உறுதிபூண்டு நிற்கின்றோம்.

மரணம் என்பது மாவீரர்களுக்கு உரித்தானதன்று. அக்கினிப் பிழம்பாக, தீமைகளைச் சுட்டெரிக்கும் எரிமலையாக தமிழீழ தேசம் முழுவதும் வியாபித்து நிற்கும் மாவீரர்களை சாவு தீண்டுவதில்லை. காற்றோடு காற்றாகவும், கடலோடு கடலாகவும், மண்ணுக்குள் விதையாகவும் நித்தியத் துயில் கொள்ளும் எங்கள் வீரமறவர்கள் சாவை வென்ற சரித்திரநாயகர்கள்.

எமது மாவீரர்களின் வாழ்வும், வரலாறும் வார்த்தைகளுக்கும், வர்ணனைகளுக்கும் அப்பாற்பட்டது. எமது மாவீரர்களின் அடியும், முடியும் எவராலும் அளவிட முடியாதது. எமது பெருந்தலைவனின் வழிகாட்டலில் களமாடி எமது மாவீரர்கள் புரிந்த சாதனைகள் எண்ணிலடங்காதது. அடங்கிக் கிடந்த தமிழினத்திற்கு முகவரியளித்த எமது தேசியத் தலைவரின் எண்ணங்களுக்கு செயல்வடிவம் கொடுத்து எமது மாவீரர்கள் புரிந்த ஈகங்களின் அர்த்தபரிமாணங்கள் மனிதகுல வரலாற்றில் என்றுமே நீடித்து நிலைத்துநிற்கும்.

காலநதியின் ஓட்டத்தில் உலக ஒழுங்கு கட்டவிழ்ந்து செல்கின்றது. புதுப்புது முடிச்சுக்களுடன் கட்டவிழும் உலக ஒழுங்கில் ஓயாத பயணமாக எமது விடுதலைப் போராட்டமும் முடிவின்றித் தொடர்கின்றது. எமது தேசியத் தலைவரின் வழிகாட்டலில் இருபது ஆண்டுகள் இயங்கிய தமிழீழ நடைமுறை அரசு எதிரியால் சிதைக்கப்பட்டு, இருண்ட பூமியாக இன்று எமது மண் மாற்றப்பட்டுள்ளது. அடங்காப்பற்றாக வணங்காது தலைநிமிர்ந்து நின்ற வன்னிமண் இன்று அந்நிய ஆக்கிரமிப்பின் உறை விடமாக அழிவுற்றுக் கிடக்கின்றது. ஈழத்தமிழினத்தின் வரலாற்றுப் பெருமைகூறும் யாழ்ப்பாணமும், திருகோணமலையும், மட்டக்களப்பும், அம்பாறையும் இன்று தமது வரலாற்றுப் பெருமைகளை இடிபாடுகளுக்குள் தொலைத்து நிற்கின்றன.

தமிழினத்தின் வரலாற்று வழிபாட்டுத் தலங்கள் இடிக்கப்பட்டு அங்கெல்லாம் பௌத்த விகாரைகளும், சிங்களப் பண்பாட்டுச் சின்னங்களும் முளைவிடுகின்றன. தமிழ் நிலங்களை புத்தர் சிலைகளும், அந்நிய ஆக்கிரமிப்புச் சின்னங்களும் ஆட்சிசெய்கின்றன. எமது மக்களின் பொருண்மிய வாழ்வும், வளங்களும் அந்நியர்களிடம் விலைபேசப்படுகின்றன. பேச்சுரிமை இழந்து, உயிர்வாழும் உரிமையும் மறுதலிக்கப்பட்டு அழிக்கப்பட வேண்டிய இனம் என்ற வரையறைக்குள் ஈழத்தமிழினத்தை சிங்களம் பகுத்துள்ளது.

யுத்த வெற்றிக் களிப்பில் திளைத்து நிற்கும் சிங்களம், ஆணவத்தின் உச்சத்தில் ஏறிநின்று தமிழீழ மண்ணையும், தமிழீழ மக்களையும், தமிழ் மொழியையும் துடைத்தழிக்கும் வெறிகொண்டு இனவழிப்பை அரங்கேற்றுகின்றது. தென்னிலங்கையில் ராஜபக்ச குடும்பத்தின் காட்டாட்சி நர்த்தனமாட, தமிழீழ தாயகத்தில் சிங்களத்தின் பேயாட்சி தலைவிரித்தாடுகின்றது.

அதியுச்ச படைவலிமையுடனும், ஈவிரக்கமற்ற படைக்கலப் பிரயோகத்துடனும் எமது மக்களைக் கொன்றுகுவித்து எமது தாய்மண்ணை ஆக்கிரமித்த சிங்களம், எமது மாவீரர்கள் நித்தியத் துயில் கொள்ளும் கல்லறைகளையும் விட்டுவைக்கவில்லை. மாவீரர் நினைவாலயங்களை இடித்து வீழ்த்திய சிங்களம், மாவீரர் துயிலும் இல்லங்களை உழுதெறிந்து மாவீரர்களின் உறைவிடங்கள் மீது படைத்தளங்களையும், விமான ஓடுபாதைகளையும் நிறுவிக் குரூரத் திருப்தியடைந்துள்ளது.

துட்டகாமினியின் மறுபிறப்பாக தன்னை முன்னிறுத்தி மகாவம்ச மனவுலகில் முடிசூடியிருக்கும் சிங்கள அதிபர் ராஜபக்ச, தனது மூதாதையரை விஞ்சிய இனவெறியராகத் தன்னை அடையாளப்படுத்துவதில் பெருமிதம் கொள்கின்றார். அன்று எல்லாளனை சூழ்ச்சியால் வெற்றிகொண்ட துட்டகாமினிகூட எல்லாளனுக்கு சமாதியமைத்து தமிழ் மன்னனின் வீரத்திற்கு மதிப்பளித்து நற்பெயர் தேடினான். ஆனால் துட்டகாமினியின் இரத்தவாரிசாகத் தன்னை அடையாளப்படுத்தும் ராஜபக்சவோ மாவீரர்களின் உறைவிடங்களை உழுதெறிந்து பௌத்தத்தின் காவலனாக தன்னை நிலைநிறுத்திக் கொண்டுள்ளார்.

இனவெறிகொண்டு மாவீரர்களின் உறைவிடங்களை சிங்களம் உழுதெறிந்தாலும்கூட, எமது மண்ணுக்குள்ளேயே அந்த வீரமறவர்கள் நித்தியத்துயில் கொள்வதை சிங்களத்தால் தடுக்க முடியவில்லை. எமது தேசத்தை ஆகர்சித்து நிற்கும் மாவீரர்களின் ஆன்மீக வல்லமையை முடக்கவும் இயலவில்லை. கல்லறைகளில் கண்ணீர் சொரிந்து, வாசமலர்களைப் பொழிந்து, மாவீரர்களுக்கு ஈகைச்சுடரேற்றும் எமது மக்களின் உரிமையை ஆயுதவலிமையால் இன்று சிங்களம் தடுத்து நிறுத்தினாலும், தமது இதயங்களில் மாவீரர்களுக்கு எமது மக்கள் அகச்சுடரேற்றுவதை சிங்களத்தால் தடுத்து நிறுத்த முடியவில்லை. உலகெங்கும் ஒரேநேரத்தில் தமிழினம் அணிதிரண்டு அக்கினிப்பிழம்பாக மாவீரர்களைத் தரிசிப்பதையும் சிங்களத்தால் முடக்க இயலவில்லை.

எமது அன்பார்ந்த மக்களே,

வரலாறு காணாத மிகப் பெரும் சோதனையை இன்று ஈழத்தமிழினம் சந்தித்து நிற்கின்றது. போரை வெற்றிகொண்டு அமைதியை நிலைநாட்டியிருப்பதாக உலகிற்குப் பிரகடனம் செய்திருக்கும் சிங்களம், கடந்த ஒன்றரை ஆண்டுகாலப் பகுதியில் எமது மண் மீதும், மக்கள் மீதும் புதிய வடிவில் போர்தொடுத்துள்ளது.

படைக்கல வலிமையில் கடந்த ஆறு தசாப்தங்களாக வெளிப்படையாக சிங்களம் அரங்கேற்றிய தமிழின அழிப்பு என்பது இன்று சத்தம்சந்தடியின்றி நிகழ்ந்தேறுகின்றது. அபிவிருத்தியின் பெயரால் எமது வளங்கள் அந்நியர்களிடம் தாரைவார்க்கப்படுகின்றன. மீள்குடியேற்றத்தின் பெயரால் எமது மண் கபளீகரம் செய்யப்படுகின்றது. அதியுயர் பாதுகாப்பு வலயங்களின் பெயரால் எமது குடிநிலங்கள் வல்வளைப்புச் செய்யப்படுகின்றன. இன நல்லிணக்கத்தின் பெயரால் கடுகதியில் எமது மண்ணில் சிங்களக் குடியேற்றங்கள் வேரூன்றுகின்றன. பௌத்த தர்மத்தின் பெயரால் எமது மக்களின் பண்பாட்டு வாழ்வு சிதைக்கப்படுகின்றது. தன்னாட்சியுரிமைக்கும், அதனடிப்படையிலான தனியரசுக்கும் உரித்தான எமது இனம், சிறுபான்மையினமாக சிறுமைப்படுத்தப்பட்டு எமது மக்களின் பொருண்மிய வாழ்வும், உரி மைகளும் பறிக்கப்படுகின்றன.

மறுபுறத்தில் தனது ஆயுதப் படைகளின் ஆட்பலத்தைப் பெருக்குவதிலும், படைக்கல வலிமையை தக்கவைப்பதிலும் கவனம்செலுத்தித் தனது யுத்தப்பாதீட்டிற்குப் பெரும்தொகையில் நிதியை ஒதுக்கீடு செய்திருக்கும் சிங்களம், தமிழீழ தாயகப் பகுதிகளை முழுஅளவில் படைவலயங்களாகக் கட்டமைத்து வருகின்றது. இருந்த பொழுதும் தமிழினத்தின் இதயங்களில் தணியாத தாகமாக, அணையாத தீயாகக் கொழுந்துவிட்டெரியும் தமிழீழ தனியரசுக்கான இலட்சியக் கனலை சிங்களத்தால் அணைத்துவிட முடியவில்லை.

எமது பாசத்துக்குரிய மக்களே,

சிங்களம் எக்காளமிடுவது போன்று நாம் அழிந்துவிடவில்லை. எமது இலட்சியப் பயணம் ஓய்வுக்கு வந்துவிடவுமில்லை. காலநதியின் ஓட்டத்திற்கேற்ப, வரலாற்றின் வழிகாட்டலுக்கு இணங்க எமது போராட்ட வடிவம் புதுமெருகூட்டப்பட்டுப் பரிணமித்துள்ளதே தவிர எமது இலட்சியம் மாறிவிட வில்லை.

நாம் போர் வெறியர்கள் அல்ல. நாம் அமைதியை விரும்பும் ஒரு தேசிய இனம். எமது சொந்த மண்ணில், எமது சொந்த மொழியையும், பண்பாட்டையும், பொருண்மிய வாழ்வையும் பேணி உலகின் ஏனைய இனங்களுடன் நல்லுறவைப் பேணி சகவாழ்வு புரிவதற்கே நாம் விரும்புகின்றோம். காலனித்துவ ஏகாதிபத்தியத்திடம் பறிபோய், இன்று சிங்களம் ஆக்கிரமித்திருக்கும் எமது இறையாண்மையை நிலைநாட்டி, எமது சொந்தமண்ணில் தனியரசு அமைத்து எம்மை நாமே ஆட்சிசெய்வதற்கே நாம் விரும்புகின்றோம்.

ஆயுதத்தின் மீது அலாதிப்பிரியம் கொண்டு எமது இனம் ஆயுதப் போர்புரியவில்லை. தந்தை செல்வாவின் வழிகாட்டலில் அறவழி தழுவி அன்று எமது மக்கள் போராடினார்கள். அன்று சமவுரிமை கோரிய எமது மக்கள் மீது குண்டர்களின் அடக்குமுறையை ஏவிச் சிங்களம் கலகம்புரிந்தது. பின்னர் சுயாட்சி கோரி அறப்போரை தீவிரப்படுத்திய எமது மக்கள் மீது ஆயுத அடக்குமுறையை ஏவி அரச பயங்கரவாதத்தை சிங்களம் கட்டவிழ்த்து விட்டது. அறவழியில் எமது உரிமைகள் மறுக்கப்பட்ட நிலையிலேயே அன்றைய எமது இளைய தலைமுறை ஆயுதமேந்துவதற்கு நிர்ப்பந்திக்கப்பட்டது. ஆயுதப் போராட்டத்திற்கான புறச்சூழலை நாம் தோற்றுவிக்கவில்லை. எமது மக்கள் மீது திணிக்கப்பட்ட சிங்கள ஆயுத அடக்குமுறையே எமது இளைய தலைமுறையை தற்காப்புப் பாதையில் ஆயுத மேந்துவதற்கு நிர்ப்பந்தித்தது. எமது தேசத்தின் மீது சிங்களம் ஏவிய வன்முறைப் புயலே எமது விடுதலை இயக்கத்தின் தோற்றத்திற்கும், எழுச்சிக்கும் காலாக அமைந்தது.

இருந்த பொழுதும் அமைதிவழியில் எமது உரிமைகளையும், தேசிய விடுதலையையும் வென்றெடுப்பதற்கு கிடைத்த ஒவ்வொரு சந்தர்ப்பத்தையும், ஒவ்வொரு இடைவழியையும் நாம் தவறவிட வில்லை. திம்புவில் இருந்து ஜெனீவா வரை நிகழ்ந்தேறிய ஒவ்வொரு அமைதி முயற்சிகளிலும் நாம் பங்குபற்றினோம். போருக்கு ஓய்வு கொடுத்து அமைதிவழியில் தீர்வு காண்பதற்கு முன்னர் இந்தியப் பேரரசும், பின்னர் நோர்வேயும், இணைத்தலைமை நாடுகளும் அளித்த ஒவ்வொரு வாய்ப்புக்களையும் இதயசுத்தியுடன் நாம் அணுகினோம். இறுதியாக நோர்வேயின் அனுசரணையுடன் இடம்பெற்ற சமாதானப் பேச்சுவார்த்தைகளில் பல விட்டுக்கொடுப்புக்களை எமது மக்களும், நாமும் புரிந்தோம். எமது இலட்சியத்தில் உறுதியாக நாம் நின்ற பொழுதும், உலகின் வேண்டுகைக்கு செவிசாய்த்தும், மதிப்பளித்தும் நெகிழ்வுப் போக்குடன் நாம் நடந்து கொண்டோம்.

எனினும் எமது மக்களின் வாழ்வியல் பிரச்சினைகளைப் புறந்தள்ளிவிட்டு அரசியல் தீர்வு என்ற மாயைக்குள் எமது போராட்டத்தை மழுங்கடிப்பதிலேயே சிங்களம் குறியாக நின்றது. போர்நிறுத்தத்தின் விதிகளை அப்பட்டமாக மீறி எம்மை சீண்டியிழுப்பதற்கு சிங்களம் முற்பட்டது. அரசியலமைப்பு என்ற சட்டகத்திற்குள் நின்றவாறு கடும்போக்கைக் கடைப்பிடித்து பேச்சுவார்த்தைகளுக்கான புறச்சூழலை படிப்படியாக சிங்களம் இல்லாதொழித்த பொழுதுகூட நாம் பேச்சுவார்த்தைகளை முறித்துக் கொள்ளவில்லை. எந்தவொரு விடுதலை இயக்கமும் புரிந்திராத புதுமையாக நாமேயொரு இடைக்கால நிர்வாக வரைபைத் தயாரித்து உலகிற்கும், சிங்கள தேசத்திற்கும் முன்வைத்தோம்.

எமது நெகிழ்வுப் போக்கை தவறாகப் புரிந்து கொண்ட சிங்களம் எம்மால் சமர்பிக்கப்பட்ட இடைக்கால வரைபு பற்றிப் பேச மறுத்தது. ஒட்டுக்குழுக்களைக் கட்டமைத்து எமக்கு எதிராக நிழல் யுத்தத்தை தொடுத்தது. இருந்த பொழுதும் போர்நிறுத்த உடன்படிக்கையை நாம் முறித்துக் கொள்ளவில்லை. சமாதானத்தின் மீது கொண்ட எமது பற்றுறுதியை வெளிப்படுத்தும் நிமித்தம் உலகின் அழைப்பிற்கு மதிப்பளித்து ஜெனீவா பேச்சுவார்த்தைகளில் நாம் பங்குபற்றினோம். எனினும் பேச்சுவார்த்தைகளில் காணப்பட்ட இணக்கப்பாட்டிற்கு முரணாக எமது தேசத்தின் மீது அறி விக்கப்படாத யுத்தத்தை சிங்களம் தொடுத்தது. பேசித்தீர்க்க வேண்டிய மாவிலாறு நீர்ப் பிரச்சினையைப் பூதாகரப்படுத்தி எமது மண் மீது நில ஆக்கிரமிப்புப் போரை சிங்களம் ஏவிவிட்டது. ஈற்றில் போர்நிறுத்த ஒப்பந்தத்தையும் சிங்களம் கிழித்தெறிந்தது.

ஆயுதப் போராட்டமும், போரும் நாம் விரும்பியேற்ற தெரிவுகளல்ல. இவையிரண்டும் எம்மீது திணிக்கப்பட்டவை. வன்னிப் போர் உக்கிரமடைந்த பொழுதுகூட போர்நிறுத்தம் செய்வதற்கான பற்றுறுதியை மீண்டும் மீண்டும் நாம் வெளிப்படுத்தினோம். எமது மக்களுக்காகத் தமது உயிரை வேலியாக்கிக் களமாடிய எமது வீரர்கள், மக்களுக்காக எந்தவொரு அதியுச்ச ஈகத்தையும் புரிவதற்குத் தயாராகவே இருந்தார்கள். அந்நிய ஆக்கிரமிப்பால் எமது நிலப்பரப்பு சுருங்கிய பொழுதுகூட மக்களைக் காத்து, மக்களின் துயர்துடைப்பதற்காகவே எமது வீரர்கள் அரும்பணி புரிந்தார்கள். எமது மக்களுக்காக உயிரையே ஈகம்செய்யத் துணியும் எமது விடுதலை இயக்கம், எமது மக்களின் பாதுகாப்பை உலகம் பொறுப்பெடுக்கும் என்ற நம்பிக்கையில் முள்ளிவாய்க்காலில் அதியுயர் ஈகங்களைப் புரிந்தார்கள்.

எமது அன்பார்ந்த மக்களே,

போராட்ட இலட்சியத்தைக் கைவிட்டு சிங்களத்திடம் நாம் மண்டியிடவில்லை. எமது மக்களின் உரிமைகளைக் காற்றில் பறக்கவிட்டு சலுகைகளுக்காக சிங்களத்தை நாம் யாசிக்கவுமில்லை. மென்வழி தழுவி எமது மக்களின் உரிமைகளை வென்றெடுப்பதற்கும், எமது மக்களின் பாதுகாப்பை உறுதி செய்வதற்கும் உலக சமூகம் வழங்கிய வாக்குறுதியை நிறைவேற்றுவதற்கு வாய்ப்பளித்தே கடந்த ஒன்றரை ஆண்டாக ஒருதலைப்பட்சமான முறையில் நாம் அமைதியைப் பேணி வருகின்றோம்.



நாம் எடுத்திருக்கும் இந்தத் தெரிவு மிகவும் கடினமானது. நோர்வே அரசின் அனுசரணையுடன் இடம்பெற்ற சமாதானப் பேச்சுவார்த்தைகளில் நாம் புரிந்த விட்டுக்கொடுப்புக்களை விட இது உன்னதமானது. அக்காலப் பகுதியில் நாம் சந்தித்த இழப்புக்களை விட இது அதிக அளவிலானது.

முள்ளிவாய்க்கால் போரில் எமது மக்களைப் பாதுகாப்பதற்காக நிராயுதபாணிகளாகப் பேசச் சென்ற எமது அரசியல் போராளிகளை நயவஞ்சகமான முறையில் சிங்களம் படுகொலை செய்தது. களத்தில் விழுப்புண்ணெய்தி குற்றுயிராகத் துடித்த எமது போராளிகளை சிங்களம் சிறைப்பிடித்தது. உலகை நம்பி முள்ளிவாய்க்கால் கடலோரத்தில் காத்துநின்ற எமது மக்களை வகைதொகையின்றி சிங்களம் நரபலிவேட்டையாடியது. எஞ்சிய மக்களை விலங்குகளை விடக் கேவலமான முறையில் வதைமுகாம்களில் அடைத்துக் கொடும்வதை புரிந்தது. எமது பெண்கள் மீது பாலியல் வன்கொடுமை ஏவிவிடப்பட்டது. முள்வேலி முகாம்களுக்குள் எமது மக்கள் சந்தித்த துயரங்கள் வார்த்தைகளில் விபரிக்க முடியாதவை. அவலங்கள் அளவிட முடியாதவை. உலகின் மனச்சாட்சி மீது நம்பிக்கை கொண்டு, மென்வழி தழுவி நின்ற எமது மக்களுக்கு சன்மானமாக சாவையே சிங்களம் பரிசளித்தது.  இருந்த பொழுதும் உலகின் மனச்சாட்சி மீதும், தர்மத்தின் மீது நாம் நம்பிக்கை இழந்து விடவில்லை. எமது மக்களின் உரிமைகளை வென்றெடுப்பதற்கும், எமது சொந்த மண்ணில் தமிழீழத் தனியரசை அமைத்து நாம் வாழ்வதற்கும் உலகம் வழிசமைக்கும் என்று நாம் நம்புகின்றோம். பொறுமையின் எல்லைக்கு இன்று எமது தேசத்தை சிங்களம் இட்டுச்சென்றாலும்கூட உலகின் நீதியான அணுகுமுறை மீதான எமது நம்பிக்கை தளர்ந்துவிடவில்லை.

எமது தேசத்தின் தனியரசு உரிமையை உலக சமூகம் பகிரங்கமாக ஏற்க மறுத்தாலும்கூட, எமது மக்களின் அரசியல் உரிமைகளுக்காக அடிக்கடி உலகத் தலைவர்கள் குரல்கொடுப்பது எமக்கு ஆறுதலை அளிக்கின்றது. எமது தேசத்தின் மீது இனவழிப்பை சிங்களம் கட்டவிழ்த்து விட்டிருப்பதை ஒப்புக்கொள்வதற்கு உலக சமூகம் பின்னடித்தாலும்கூட, போர்க்குற்றங்கள் பற்றி உலகத் தலைவர்கள் பேசுவது எமக்குத் தென்பூட்டுகின்றது. இந்த வகையில் ஈழத்தீவில் தமிழினத்தை வேரோடு துடைத்தழிக்கும் இனவழித்தொழிப்பு நிகழ்ச்சித் திட்டத்தை கடந்த ஆறு தசாப்தங்களாக நடைமுறைப்படுத்தி வரும் சிங்களத்திடமிருந்து இனியும் எந்தவொரு அரசியல் தீர்வையும் தமிழினம் எதிர்பார்ப்பது அபத்தமானது என்பதைப் புரிந்து கொண்டு, நீதியின்பால் நின்று எமது தேசத்தின் அரசியல் சுதந்திரத்திற்கு உலகத் தலைவர்கள் வழிவகை செய்வார்கள் என்ற நம்பிக்கை எமக்கு உண்டு.

சிங்கள தேசத்திற்கு உரித்தான மண்ணைப் பிரித்தெடுத்து அரசமைப்பதற்கு நாம் முற்படவில்லை. அன்றி பயங்கரவாத வெறிகொண்டு நாம் பிரிவினைவாதம் பேசவுமில்லை. நாம் பயங்கரவாதிகளோ அன்றி இனச்சுத்திகரிப்பை சித்தாந்தமாகக் கொண்ட பிரிவினைவாதிகளோ அல்லர். நாம் எமது மக்களின் அரசியல் உரிமைகளுக்காக, அரசியல் சுதந்திரத்திற்காக, ஐக்கிய நாடுகள் சபையும், உலகின் வளர்ச்சியடைந்த தாராண்மைத்துவ நாடுகளும் போற்றிப்பேணும் தேசிய தன்னாட்சியுரிமையின் அடிப்படையில் எமது தேசத்தின் இறைமையை நிலைநாட்டுவதற்காகப் போராடும் ஒரு தேசிய விடுதலை இயக்கம்.

இந்த மெய்யுண்மையைப் புரிந்து கொண்டு எமது தேசத்தின் தன்னாட்சியுரிமையை அங்கீகரித்து, தமிழீழத் தனியரசுக்கான புறநிலைகளை தோற்றுவித்து எமது மக்களின் விடிவிற்கு வழிவகை செய்யுமாறு உலக சமூகத்திற்கு நாம் அறைகூவல் விடுக்கின்றோம். இதேநேரத்தில் எமது மக்கள் மீது இனவழிப்புப் போரைத் திணித்த சிங்கள ஆட்சியாளர்களை போர்க்குற்றவாளிகளாக்கித் தண்டிக்குமாறும் உலக சமூகத்தை நாம் வலியுறுத்துகின்றோம்.

முள்ளிவாய்க்கால் போரில் நயவஞ்சகமான முறையில் சிறைப்பிடிக்கப்பட்ட எமது போராளிகளையும், எமது விடுதலை இயக்கத்திற்கு உறுதுணை நின்ற மக்களையும் கண்காணாத இடங்களில் சிங்களம் சிறைவைத்துள்ளது. இதேபோன்று பயங்கரவாதத் தடைச்சட்டத்தின் கீழும், அவசரகால நடைமுறை யின் கீழும் வகைதொகையின்றி கைதுசெய்யப்பட்ட எமது மக்களை நீதிவிசாரணைகள் இன்றி சிங்களம் சிறைவைத்துள்ளது. நீதிக்குப் புறம்பான முறையில் சிங்களம் சிறைவைத்துள்ள போர்க்கைதிகளையும், அரசியல்கைதிகளையும் நிபந்தனையின்றி விடுதலை செய்வதற்கு நடவடிக்கை எடுக்குமாறு உலக சமூகத்தை நாம் வேண்டி நிற்கின்றோம்.

உலக சமூகத்தின் நீதியான அணுகுமுறை மீது நம்பிக்கை கொண்டு நிற்கும் எமது மக்களின் உணர்வுகளை புரிந்து கொண்டு காலம் தாழ்த்தாது எமது தேசத்தின் அரசியல், சமூக, மனித உரிமைகளை உறுதிசெய்வதற்கான காத்திரமான நடவடிக்கைகளை உலகத் தலைவர்கள் எடுப்பார்கள் என்பதில் எமக்கு அசையாத நம்பிக்கையுண்டு.

இத்தருணத்தில் எமது தேசிய விடுதலைப் போராட்டத்தின் பெரும்தூணாக விளங்கும் புலம்பெயர்வாழ் தமிழீழ மக்களை தமது தேசியப் பணியைத் தொடர்ந்தும் முன்னெடுக்குமாறு உரிமையுடன் நாம் கோருகின்றோம்.
தாய்மண்ணை விட்டுத் தொலைதூரம் புலம்பெயர்ந்தாலும், தமிழீழ தாயகத்திலேயே ஒவ்வொரு புலம்பெயர்வாழ் தமிழர்களின் வேரும் ஆழப்பதிந்து நிற்கின்றது. தாயக மண்ணைவிட்டுப் பிரிந்த வலியை நன்கு உணர்ந்தவர்கள் என்ற வகையில், தமிழீழ தேச விடுதலைக்காக ஓயாது குரலெழுப்பி உலக சமூகத்தின் மனச்சாட்சியை தட்டியெழுப்பித் தேச விடுதலையை வென்றெடுக்கும் பொறுப்பு இன்று ஒவ்வொரு புலம்பெயர்வாழ் தமிழரையும் சார்ந்துள்ளது.

இதுவரை காலமும் எமது விடுதலைப் போராட்டத்தையும், மக்களையும் தாங்கிநின்ற புலம்பெயர்வாழ் உறவுகள், தொடர்ந்தும் எமது தாயக உறவுகளுக்கான மனிதநேய உதவிகளை வழங்கி, அவர்களின் அவலங்களைத் துடைத்து, இயல்புவாழ்வை தோற்றுவிப்பதற்கான பணிகளை தொடருமாறு வேண்டுகின்றோம். சோதனைகள் மிகுந்த இன்றைய காலகட்டத்தில் புகலிட உறவுகளைப் போன்று எமது மக்களின் விடிவிற்காக அயராது குரலெழுப்பும் தமிழகத் தலைவர்களுக்கும், எமது தொப்புள்கொடி உறவுகளாகிய தமிழக உறவுகளுக்கும் எமது நன்றிகளை உரித்தாக்குகின்றோம். காலத்தின் தேவையறிந்து காலம்காலமாக எமது தொப்புள்கொடி உறவுகள் புரியும் தார்மீக உதவி தமிழீழ தேசத்தின் வரலாற்றில் பொன்னெழுத்துக்களால் பதியப்பட வேண்டியது. எமது போராட்டத்திற்கான இந்தியப் பேரரசின் தார்மீக ஆதரவைப் பெற்றுத்தரும் பணியை தமிழக உறவுகள் தொடர்ந்தும் முன்னெடுக்க வேண்டும் என்று நாம் உரிமையுடன் கோருகின்றோம்.

சத்திய இலட்சியத்தை உயிர்மூச்சாக வரித்துக் கொண்ட எமது மாவீரர்களின் ஆன்மீக வல்லமை மகத்தானது. அந்த சரித்திரநாயகர்களை நினைவுகூரும் மாவீரர் வாரத்தின் இறுதி நாளாக முகிழ்க்கும் தமிழீழ தேசிய மாவீரர் நாளாகிய நவம்பர் 27ஆம் நாளன்று உலகத் தமிழினத்தை அணிதிரண்டு மாவீரர்களுக்கு ஈகைச்சுடரேற்றுமாறு உரிமையுடன் அழைப்பு விடுக்கின்றோம். அன்றைய நாளில் அந்நிய ஆக்கிரமிப்பில் சுடரேற்றும் வாய்ப்புக்கள் மறுதலிக்கப்பட்ட எமது உறவுகளை தமது இதயங்களில் அகச்சுடரேற்றி மாவீரர்களை நினைவுகூருமாறு அழைப்பு விடுக்கின்றோம்.

எத்தனை தடைகளை எதிர்கொண்டாலும், எத்தனை இடர்களுக்கு ஆளானாலும் எம்தலைவனின் வழிகாட்டலில், மாவீரர்களின் இலட்சியப் பாதையில் பயணித்து தமிழீழத் தனியரசை நிறுவுவோம் என உறுதிபூணுவோமாக.

ஈழம் அடைவதே நமது பாரிய கடமை! – சிறையிலிருந்து சீமான்


















எனக்குள் உயிராக இருக்கும் என் தாய்த்தமிழ் உறவுகளே நவம்பர் 27 -மாவீரர் நாள். மனித குல வரலாற்றில் மகத்தான தியாகங்களை புரிந்து வியத்தகு சாதனைகளை செய்து வித்தாகிப்போன எமது தமிழ்த்தேச விடுதலைப் போராளிகளை நினைவு கூறும் வீரத்திருநாள். வரலாற்றில் மூத்த தமிழ்க்குடிக்கு காலம் அளித்த கொடையான தமிழ்த்தேசிய தலைவர் மேதகு. வே.பிரபாகரன் அவர்கள் காட்டிய பாதையில் தம்மை மனமுவந்து ஒப்படைத்துக்கொண்ட அந்த விடுதலை வேங்கைகளை நினைவு கூறும் உன்னத நாள்.


“ தமிழினம் சிதைந்து அழிந்து போகாமல் பாதுகாப்பாக வாழ்வதற்கு போராடித்தான் வாழவேண்டும் என்ற நிர்பந்தத்திற்கு தமிழ்த்தேசம் தள்ளப்பட்டிருக்கிறது. இந்த தேசிய பணியிலிருந்துஇ வரலாற்றின் அழைப்பிலிருந்து தமிழ் இளம் பரம்பரை ஒதுங்கிக்கொள்ளமுடியாது .”

- என்ற எமது தேசியத் தலைவரின் கூற்றுக்கமைய களமாடி விதையான 40 ஆயிரத்திற்கும் அதிகமான மாவீரர்களை போற்றும் புனித நாள்.

இரண்டாயிரம் ஆண்டுகளுக்கு முன்னர் கரிகால் பெருவளத்தான் காவிரியில் கல்லனை எழுப்பியபோது தமிழன் பெருமை உலகை சென்றடையவில்லை. எமது முப்பாட்டன் ராசராசனும் அவனது அருமை மகன் ராசேந்திரனும் கடல்கடந்து சென்று பல தேசங்களை வென்றபோதும் தமிழனின் புகழ் உலகத்தாரால் கவனிக்கப்படவில்லை.கற்பனைக்கெட்டாத எமது மாவீரர்களின் ஈகமே “தமிழன் என்றோர் இனமுண்டு” என்பதை உலகமறியச் செய்தது.

“ உயிர் உன்னதமானது ;

விடுதலை உயிரை விட உன்னதமானது”

-என்றார் தேசியத்தலைவர். அந்த வகையில் விடுதலைக்காக உயிர்த்துறந்தவர்கள் நமது மாவீரர்கள்.

ஆண்ட பரம்பரை மாண்டு போவதா?

ஆளப்பிறந்தவன் அடிமையாவதா?

வீரத் தமிழினம் வீழ்ந்து போவதா?

வீனர்க் கூட்டம் நம்மை ஆள்வதா?

-என்று நம்மில் எழும் இவ்வினாக்களுக்கு விடையாகத்தான் நம் மாவீரர்கள் உயிரைக் கொடையாக கொடுத்து போராடினார்கள்.

நாம் சுதந்திரக் காற்றை சுவாசிப்பதற்காகவே அவர்கள் சுவாசித்தக் காற்றை நிறுத்திக் கொண்டார்கள். அன்னைத் தமிழீழம் அன்னிய சிங்களனிடம் அடிமைப்பட்டு விடக்கூடாது என்பதற்காகவே நமது வீரவேங்கைகள் உயிர் நீத்தார்கள்.

“அடிமையாக வாழ்வதைவிட சுதந்திரத்திற்காக சாவதே மேலானது”

-என்ற கொள்கை முழக்கத்திற்கு ஏற்பவே அவர்கள் வீரச்சாவை தழுவிக் கொண்டார்கள்.

ஈழ விடுதலை என்பது ஈழத்தில் வாழ்கிற இ வாழ்ந்த இ புலம்பெயர்ந்த ஈழத்தமிழர்களுக்கான விடுதலை மட்டுமல்ல இ அது உலகெங்கும் பரவி வாழ்கின்ற 12 கோடி தமிழ்த் தேசிய இன மக்களுக்குமான தேச விடுதலை. ஒவ்வொரு தமிழனுக்குமான தாயக விடுதலை.

தமிழீழ விடுதலை என்பது தலைவர் பிரபாகரன் அவர்களின் சொந்த இலட்சியமோ தனிப்பட்ட விருப்பமோ அல்ல இ ஒட்டுமொத்த தமிழ்த் தேசிய இன மக்களின் ஆன்ம விருப்பத்தின் வெளிப்பாடே தனித்தமிழீழ அரசுஇ தமிழ்த் தேசிய மக்களின் அந்த ஆன்ம விருப்பத்தை நிறைவேற்றவே நமது தேசியத் தலைவர் அவர்கள் “விடுதலைப்புலிகள்” என்ற தமிழீழ தேசிய ராணுவத்தை கட்டமைத்து போராடினார்.

எமது மக்களின் இந்த விருப்பத்தினை புரிந்துகொள்ளாத சர்வதேச சமூகம் சிங்கள பேரினவாத அரசின் பொய்யான பரப்புரையினை நம்பி நமது தேசிய இன விடுதலைப் போராட்டத்தை பயங்கரவாதமென சித்தரித்து சிங்கள பேரினவாத அரசினுடைய அரச பயங்கரவாதத்திற்கு துணை நின்று நமது விடுதலைப் போராட்டத்தை நசுக்கியது.

தற்பொழுது தமிழீழ விடுதலைப் போர் வரலாற்றுத் தேக்கமொன்றில் வந்து நிற்கிறது. இனத்தின் விடியலுக்காகப் போராடிய விடுதலைப்புலிகள் யுத்தகளத்தில் வீழ்த்தப்பட்டுள்ளனர். இது உலகம் முழுவதும் போராடும் ஒடுக்கப்பட்ட மக்கள் அமைப்புகளின் மீது விழுந்த மிகப் பெரிய அடியாகும். இந்த பின்னடைவுக்கான புறக்காரணங்களையும் நாம் கவனத்தில் கொள்ள வேண்டும். அதில் முக்கியமானவையாக சிங்கள அரசின் இனவாதத்திற்கு இந்திய சீன ஏகாதிபத்தியங்களின் உதவி மேற்கத்திய நாடுகளின் ஆதரவுஇ ஐ.நா.சபையின் பொறுப்பற்ற தன்மை ஆகியவையாகும். அதிலும் குறிப்பாக விடுதலைப் போராட்டம் இன்று வந்தடைந்திருக்கும் தேக்கத்திற்கு மேற்கத்திய நாடுகள் பின்னணியில் இருந்து பெருமளவு இலங்கை அரசுக்கு உதவியிருக்கின்றன.

நார்வே அரசை நடுநிலையாகக் கொண்டு பேச்சுவார்த்தை நடந்து கொண்டிருக்கும் போதேஇ பெருமளவிலான நாடுகள் விடுதலைப் புலிகளை பயங்கரவாத இயக்கம் என்று கூறித் தடைவிதித்துஇ புலிகளின் பலத்தைப் பெருமளவு குறைத்தன. ஐ.நா.சபையோ இலட்சக்கணக்காகன மக்கள் மீது கிளஸ்டர் குண்டுகள்இ பாஸ்பரஸ் குண்டுகள் பொழிந்து தாக்கப்பட்டபோது அகதிகளாய் தமது வாழ்விடங்களிலிருந்து பெயர்க்கப்பட்ட போது அங்கங்கள் சிதறி ஊனமடைந்து துடித்தபோது பசியில் சிறுகச் சிறுகச் செத்து மடிந்தபோது வெறுமென அறிக்கைகள் விடுவதைத் தவிர வேறு எதையும் செய்யாமல் ‘போர் முடிந்தது.’ என்று இலங்கை அரசாங்கம் அறிவித்தபோது மட்டும் பொது வெளிக்கு வருகிறது.

உலகம் முழுவதும் பரவலாக வாழும் தமிழர்கள் இன்று வீதிக்கு வந்து தங்கள் உரிமைகளுக்காகக் குரல் கொடுத்து வருகிறார்கள.; இலங்கையின் உள்நாட்டுப் பிரச்சனையாக அறியப்பட்டு வந்த தமிழர்களின் பிரச்சனை இன்று சர்வதேசம் முழுவதும் பேசப்படும் பெருளாக மாறி இருக்கிறது. போராட்டங்கள் வேறு வடிவத்திற்கு மாறி இருக்கிறது. ஈழத்தமிழர் பிரச்சனையில் பின்னடைவிலும் இது நமக்கு சாதகமான விசயமாகும். வன்னிக்காட்டில் நடந்த யுத்தம் இன்று உலகின் வீதிகளில் எதிரொலிக்கிறது.

-என்ற புரட்சியாளர் மாவோ அவர்கள் சொன்னதைப் போலவும் நாம் இரத்தம் சிந்தாத அரசியல் யுத்தத்திற்க்கு தயாராக வேண்டிய தருணம் வந்துவிட்டது.

1½ கோடி சிங்களனிடம் 12 கோடி தமிழ்த் தேசிய இனம் அடிபட்டு மிதிபட்டு வீடிழந்து நாடிழந்து ஏதிலிகளாக புலம்பெயர்ந்து பல்வேறு நாடுகளை அண்டிப்பிழைக்கும் அவலநிலை உருவானதற்கு காரணம் சிங்களன் சிங்களனாக இருக்கிறான். தமிழன் தமிழனாக இல்லை. சாதிகளாக மதங்களாக பிரதேசங்களால் பிளவுபட்டுக் கிடக்கிறான்.

இந்த நிலையிலிருந்து விடுதலையடையாமல் இனத்தின் விடுதலை சாத்தியமில்லை. “நாம் தமிழர்” என்ற உணர்வை பெற்று பேரினமாக ஒன்றிணையாத வரை நம் விடுதலையை வென்றெடுக்க வாய்ப்பில்லை.

“ தமிழர் ஒன்றானால் வாழ்வு பொன்னாகும் இல்லையேல் மண்ணாகும்.”

-என்பதனை இந்த நிலையிலாவது புரிந்து கொள்ள வேண்டும். நீ பெரியவன் நான் பெரியவன் என்ற வேறுபாட்டை களைந்து இனம் பெரிதுஇ இனத்தின் மானம் பெரிது என்ற எண்ணம் வளர வேண்டும் .

இன்றைக்கு இலங்கை ஒரு இனப்படுகொலை செய்த நாடு இ போர்க் குற்றம் புரிந்த நாடு என்ற உண்மையை பல்வேறு நாடுகள் புரிந்து கொண்டிருக்கிறது. அதன் விளைவால் ஐ.நா.அவை இலங்கை போர்க்குற்றம் குறித்த ஒரு விசாரணை குழுவை நியமித்திருக்கிறது. நாம் நம்மை இந்தப் பணியில் ஈடுபடுத்திக் கொண்டு அனைத்து ஆதாரங்களையும் திரட்டி ராசபட்சேவுக்கு தண்டணை வாங்கித்தர வேண்டும் என்ற உறுதி ஏற்கவேண்டும். இதன் மூலம் தமிழீழ விடுதலைக்கான சர்வதேச ஆதரவு சக்திகளை திரட்ட வேண்டும். எம் தமிழின மக்களைக் கொன்றொழித்தவர்களுக்கு இந்தியாவில் துணை நின்ற சக்திகளை விரைவில் வர உள்ள சட்டமன்றத் தேர்தலில் வீழ்த்த அணிவகுப்போம் என்ற சபதம் ஏற்க வேண்டும்.

மேலும் தமிழீழ விடுதலைப்புலிகள் இயக்கத்தின் மீதான தடையை நீக்க போராடவேண்டும். புலிகள் மீதான தடை என்பது தமிழ்த் தேசிய இனத்தின் மீது சுமத்தப்பட்ட ஒரு அவமானமாகும். இந்த தடையால் வாழ வழியின்றி புலம்பெயர்ந்து வருகிற எமது மக்களை ஏதிலிகளாக ஏற்க மறுக்கிற ஒரு நிலை நீடிக்கிறது. எனவே தடையை நீக்கும் வரை தொடர்ச்சியான போராட்டத்தை முன்னெடுக்க வேண்டும்.

உன்னதமான இலட்சியத்திற்காக உயிர்த் தியாகம் செய்த நம் மாவீரர்களை நினைவு கூறும் இன்றைய நாளில் நாம் ஏற்றுகிற ஈகச்சுடர் மீது சத்தியம் செய்து உறுதி ஏற்க வேண்டும். இதுவே அளப்பரிய அர்ப்பணிப்பு செய்த அந்த தியாக சீலர்களுக்கு நாம் செலுத்துகிற உண்மையான வீரவணக்கமாக அமையும்.

Sri Lankan priest urges justice for war crimes

A Sinhalese Catholic priest is calling for justice for nine Tamil priests who were killed or have disappeared during the civil war which ended last year.


“Catholics and the priests’ relatives have the right to know the priests’ whereabouts or their final resting grounds…If they are dead, please do issue death certificates, if it is not done yet,” said Father Reid Shelton Fernando, coordinator of the Young Christian Workers movement in Colombo.

Father Fernando, a rights activist, submitted a list of the disappeared priests’ names when he appeared before the Commission for Lessons Learnt and Reconciliation on Nov. 19. “So far there are no inquiries or acceptable explanations. Are they to be considered disappeared or killed?” he asked.

The priest added that the Tamils who survived the war have been affected mentally and physically. However, they are denied proper psychological treatment and counseling.

The post-war situation saw people urging the government to investigate all enforced disappearances and killings of thousands of people including Christian, Hindu, Muslim and Buddhist priests. All these crimes were witnessed or reported by numerous Sri Lankans.

State president Mahinda Rajapakse had appointed an eight-member Lessons Learnt and Reconciliation Commission to report on the aftermath of the civil war that ended in May 2009.

Father Fernando argued that more Tamils would have come forth before the commission if there was a promise of witness protection.

According to International Red Cross reports in 2003, it had received 20,000 complaints of disappearances, 9,000 of which had been resolved and the remaining still under investigation.

The priests who have either been killed or have disappeared include:

• Father George M. Jeyarajasingham, a Methodist priest, killed with his Muslim driver in 1984.
• Father Mary Bastian, allegedly shot dead in 1985.
• Father Eugene John Herbert SJ, disappeared in 1990.
• Father S.Selvaraja, abducted and killed in 1997.
• Father Thiruchelvam Nihal Jimbrown, disappeared in 2006
• Father Pakiaranjith, killed by a claymore mine in 2007.
• Father Xavier Karunaratnam, killed in 2008.
• Father Francis Joseph, missing since 2009.

Srilanka: Everybody who opposes a pure Sinhala Govt. will be murdered – threat from Dutugemunu Balakaya

The letter by ‘Dutugemunu balakaya Group’ with the support of government states that everybody who opposes the creation of a pure Sinhala Govt. will be murdered. ”As this group has got the backing of Government leaders No one will be arrested, thats for sure” said a lawyer.


A group calling itself the ‘ Dutugemunu balakaya’ has sent letters of threats to some lawyers at Hultsdorf that all those who are traitorous will be murdered.


These letters have been received by them yesterday (21) . These threatening letters from the Dutugemunu Balakaya has been received by Lawyers who are engaged in legal actions for and on behalf of Democracy.

These letters holding out grave threats state that when the terrorism demanding division has been destroyed and efforts are being made to unite the country , local and international websites ,newspapers and Lawyers who appear on behalf of these media and all others who are traitorous in respect of the country will be murdered .

The letter further states that everybody who opposes the creation of a pure Sinhala Govt. will be murdered.

Sri Lanka's government has ordered the International Committee of the Red Cross (ICRC) to close its offices in the island's former war zone, the Geneva-based humanitarian agency said Sunday.

The government told the ICRC to move out of two northern towns after the defeat of the Tamil Tigers in May last year brought about the end of decades of civil war, spokeswomen Sarasi Wijeratne said.

"The government has asked the ICRC to close the Jaffna and Vavuniya offices and operate only from Colombo," she told AFP, adding that no reason had been given for the move.

Wijeratne said the Jaffna office provided artificial limbs to war victims while the office in Vavuniya helped families visiting detained relatives.

There was no immediate confirmation from the government, but Sri Lankan authorities earlier this month tightened control over local and international non-governmental organisations.

The government information department said there were 250 international and 1,000 domestic aid agencies working in Sri Lanka, which would now have to register with the defence ministry following a change in the law.

Sri Lankan authorities have long been suspicious of aid agencies, which were often seen as sympathising with the Tamil Tigers during the country's civil war.

The conflict ended with a military offensive that has since triggered allegations of war crimes.

A suspected war criminal who allegedly played a key role in the slaughter of 40,000 civilians in Sri Lanka has landed a cushy job at the United Nations -- with full diplomatic immunity.

Human-rights groups are outraged that Shavendra Silva, 46, a top ex-military commander, was named Sri Lanka's deputy permanent UN representative in August, after which he moved to New York.

His arrival came a year after his troops defied international pleas and shelled a no-fire zone packed with women, children and elderly refugees, according to observers.

Silva also stands accused of mowing down a group of separatist political leaders who agreed to surrender and were waving white flags when they were shot.

"It's a slap in the face," said an investigator familiar with Silva, who last year oversaw the final months of a brutal 26-year civil war against Tamil separatists on the island nation off India's southeastern tip.

The war started in 1983 after the Tamils, a Hindu ethnic minority, were denied power by the ruling Sinhalese, Buddhists, and formed a violent resistance group, the Tamil Tigers.

"Thousands were killed or starved. There were massive human-rights violations and he's the No. 1 suspect," said the investigator, a human-rights group expert who asked not to be identified.

"And they send this guy here? There's no one other than him in the mission who was involved in this."

Silva claims 11,000 friends on Facebook. The barrel-chested former major general also maintains his own site, shavendrasilva.com, filled with photos of himself in combat garb and a list of his battlefield successes.

He works from an office at the Sri Lankan mission on Third Avenue.

Inner City Press questions, when will Savendra Silva, the first suspected accuse of war crimes, will be called for inquiry.
The “New York Times” has published an article regarding the appointment of Major General Savenedra Silva as the Deputy Permanent Representative of Sri lanka to the United Nation Organization. According to the article the initiatives of United Nation had been condemned by the International Human Rights Movements.

Savendra Silva was accused for the killings of senior members from the Tamil Eelam Liberation tigers who came to surrender at the final Vanni war, holding white flags. He was also estimated as the first suspected person for violating human rights in regard to the brutal murders of ten thousand civilians. In this situation, the “New York Times” queried in its article, why the United Nation Organization couldn’t appoint some other person to this designation which was pointed out by the Inner City Press yesterday from Ban Ki Moon’s Additional media spokesperson, at the United Nation Organization’s journalist’s conference.

The Inner City Press further queried, when will the expert panel appointed by United Nation Organization’s Secretary in regard to the war crimes in Sri Lanka will call the first accused for war crimes, Savendra Silva for inquiry. While replying to this the Additional Media spokesperson of UN Organization’s General Secretary Ban Ki Moon, said, Savendra Silva is a employee of the Sri Lankan government, hence this question should be asked from Sri lankan government was mentioned by him.

He further said, the information about the Expert Panel of Ban Ki Moon cannot be briefed time to time, and the expert panel will submit its report to Ban Ki Moon, and at that time, the issues could be made aware was mentioned by him. Meanwhile the Inner City Press questioned from the spokesperson, when will be the final report will be published by the Expert panel, in reply he said, after the expert panel’s ample information are received, the contents will be published was mentioned by the spokesperson.

Dead children and living parents












I hope this video will touch the hearts and minds of Tamils and non Tamils. In Sri Lanka, the freedom movement was actually conceived, organised and carried out by Children. The world didn’t know it so they called them child terrorist. The suffering of the children in the hands of the racist and fanatic Sri Lankan, religious and political establishment drove these children to become a freedom force. This is the truth and The Sri Lankan military and the leadership has admitted that the freedom fighters were in fact children. And to kill these innocent children defending them is the worst crime against humanity. Half the world participated while half the world stood by did nothing. This is the worst case moral prostitution by the man kind.




These children stood up to the invaders, barbarians and criminals bravely and died valiantly. There is no parallel to their bravery in history! The invaders used Chemical weapons, Supersonic jets, heavy artillery and mass scale propaganda world wide to kill the sprit of freedom, while the United Nations and other world nations did very little

These children never went to war with the Singhalese but to defend their parent from the abusive behaviour of the establishment. Prabaharan was mere 17 years when he joined this defensive movement. At no stage these children went to war with the Singhalese masses. So then why would the world call them terrorist?

Tamils and Singhalese lived peacefully up to 1958, Tamils were studying Singhalese language and Singhalese were studying Tamil Language. But who stopped it? The problem was our northern neighbour, India; India cannot permit Sri Lanka to becoming another Singapore, Hong Honk, Taiwan or Dubai. What ever went on in Sri Lanka was all conceived and planned in New Delhi. The Singhalese politicians and Religious establishment took advantage of this situation.

There is rumour that the last 30 years of civil war was all managed from India. India does not want a vibrant Sri Lanka or a Vibrant Tamil community. They have to manage these two dilemmas.

So far they have been successful. Solving Sri Lankan problem is simple for a nation like India, but they do not want primarily a stable and prosperous Sri Lanka and secondarily a vibrant and stable Tamil community in the North and East of Sri Lanka. India is the prime suspect in these 50 years of political turmoil in Sri Lanka. India lacks the moral will and the political skill to maintain cordial relationship with both Sri Lanka and the Sri Lankan Tamil community.

November 27 the thus becomes a day of remembrance of the children war heroes. Most adult either left the country or stood by. So in the struggle children were the primary sufferers and in fact my family lost one nephew at an age of 14.

What the world must understand is why would children picked up arms to defend their community? There must be compelling series of atrocities must have been committed on Tamils. In May 2009 40,000 innocent Tamils and high proportion of children were killed by the use of prohibited weapons. Who provided the arms, logistics, command and control? India and China, Where were world the leaders? Where were Ban Kid Moon, Nelson Mandela, Desmond Tutu, Jimmy Carter, Bill Clinton, Barrack Obama, Putin, Mann Mohan Singh, and Ho Jintao when innocent people were slaughtered? Did they even say one word? No, because they are mere puppets of the insensitive and ruthless world establishment. It is the inability and the lack of moral highness and clear conscience that lead to this genocide. There is more on its way in very many nations. The credit bubble is bursting every where and soon people will take to streets and take down the establishment.

The world population owes a huge debt to the Tamil children who laid their lives to bring forth this issue to the fore front of world’s attention. In this respect the world must concede that we declare November 27 the as the Remembrance Day for the fallen children of freedom.

The current state of world affairs was predicted by Nostardamus in his original book written in 1452.

I am fortunate to have copy of this book. Nostardamus was able to predict all these events. According to him 1999 is the beginning of the catastrophic direction. If the people who fuel and fund this global instability have any sense of feeling they know where we are heading.

As the native Red Indian Chief Seattle said what befalls the weak will soon befall the strong, there is no force stronger than nature. If the Sri Lankan massacre of children does not wake up the world, the world will one day wake up to an uncontrollable and unmanageable catastrophe.

We Tamils have a sacred duty to help the world understand the under currents that shape the world’s directions. We must inform the world as much as possible the effects of moral degradation at the higher places, world capitals and within the minds of world leaders. This November 27 is the indisputable, irrefutable and conceivable evidence of the things to come. But remembering this day we Tamils are in fact helping the world to understand the precarious precipice that world it at. We need true and honest leadership. What can one Barrack Obama do, he needs help and support.

China and India are two emerging economies but emerging threat to world stability for they are not true free democracies. True democracies have means to moderate the vicious thoughts of nasty leaders. Their governments are not truly elected by popular vote. One is feudalistic and other is communistic, neither of them is suitable for the world. Our effort must be to find ways to neutralise these to monsters.

As a Tamil I think India is bigger threat to Tamil is Sri Lanka. The Singhalese have understood that very well, but the Tamils are slow to understand this situation. Tamils, we speak Tamil and practice Hinduism because of our proximity to South India, otherwise do have anything in common with the Indians? Religion and language are acquired characters, so we can learn any language and practice any faith and live well. But if the Indians helped to kill Tamils knowing that we practice their religion and speak their language, then there is some very definitely reason for them to be against the Tamils in Sri Lanka.

This is what our children taught us; unfortunately they are not living to be part of us. I may spark controversy over this for there are Tamil who are bent on keeping a failed religion and fault Indian culture. Tamil must develop their own culture. Tamils in Sri Lanka are hard working, industrious and persevering people. We differ from Indians in very many ways and we must foster them to give us distinctive and distinguishable culture and taste. We find more in common with the Caucasians than with Chinese or Indians. We find our attitudes; affections and work habits resemble more like European and American. We are here in the west doing extremely well and are well cared by the respective government. It is time for Tamils to think and think again.

Our children through their valiant and fearless effort gave up their lives to give us golden nuggets of wisdom. We shall build monuments comprising 1000 pillars at very street corner for their remembrance and as a reminder.

As I always say, all Tamils must unite, stay together work hard and never ever give up

Sri Lanka to inaugurate leader with 'biggest rice cake'

Some 12,000kg of white rice, 1,500 coconuts and 300kg of cashew nuts are some of the ingredients for a very special Sri Lankan recipe.

It's the world's biggest ever kiribath, or milk rice cake, a dish being cooked up by a top chef for the public.

Other revelries are under way at a special exhibition in the capital.
The city is lit up and pasted with posters of the man at the centre of it all, Mahinda Rajapaksa, who is being re-inaugurated as president on Friday.

As part of celebrations, dancers from the ancient hill capital, Kandy, have shown off their skills, while crack troops mounted a pageant.

The opposition and the government's critics are boycotting this week's ceremonies, calling them a waste of public funds.

'Sun and Moon'

On Thursday, the president's 65th birthday, he oversaw the first Sri Lankan vessels entering the huge new port of Hambantota in his home district, the showpiece among a series of big development projects.

Pro-Rajapaksa rhetoric is flowing.

"You are the Sun and the Moon, who dispelled fear and will preside over a glorious tomorrow," says the main, ubiquitous poster, mostly in the majority Sinhala language, although there are some in Tamil.

Sri Lankan Prime Minister DM Jayaratne has poured out the tributes in his own message.

Mr Rajapaksa is, he says, a great man and a blessing to the whole nation.

He is the "father of principle", the "giant tree that would give shade to the whole nation for an eternal period", said the prime minister.

Another message in the papers, from a Sri Lankan-Chinese environmental group, says the "miraculous" new port will help in the "crusade of making Sri Lanka the Miracle of Asia".

Monks of the Buddhist faith - that of most Sinhalese - have been bestowing their blessings, including 250 who sailed around the southern coast in one of the boats entering Hambantota.

The inauguration seems anomalous. President Rajapaksa was re-elected 10 months ago. But, because he went to the polls earlier than he had to, the Supreme Court then ruled that his six-year term would only start now.

A recent constitutional change means that he can later stand for a third and further terms if he wishes.

So does Sri Lanka need these celebrations?

Yes, says the government.

Media and communications minister Keheliya Rambukwella dismisses complaints that the Rajapaksa family is too powerful.

Some commentators suggest the president and two of his brothers - the economic development minister, Basil, and the defence secretary, Gotabhaya - control 70% of the country's budget.

But Mr Rambukwella says it is "a blessing for the country" to have politicians who can "deliver finally to the people".

'Personality cult'

Mr Rajapaksa enjoys great popularity because of last year's victory over the Tamil Tigers.

But critical writers say the island's government is promoting a personality cult and treating the inauguration like a royal coronation.

They say the government is destroying democracy, having pushed the recent constitutional change through parliament by securing opposition crossovers through shadowy means.

"They are systematically undermining all these state institutions we have taken for granted for years," says the main opposition party spokesman, Mangala Samaraweera.

"The police, the judiciary, the independent election commission, the independent public service commission, have all more or less become like a private serfdom of the presidency."

Mr Rajapaksa's critics also say he has done little to address the Tamil minority's grievances - or tackle human rights problems such as people missing and intolerance of dissent.

But the opposition is decimated and one of its figureheads - the ex-army chief and former presidential candidate, Sarath Fonseka - is in prison.

Sri Lankans may disagree in their assessment of Mahinda Rajapaksa but he enjoys huge power.

On Friday all schoolchildren will be expected to tune into his re-inauguration speech.

How Sri Lanka (Ceylon) was destroyed by Affirmative Action and an Indigenous Language Policy

Sri Lanka (Ceylon when the Afrikaner boers were there as prisoners of war during the Anglo Boer War) has had a thirty year war, sparked initially by an unjust Affirmative Action policy against the Tamil minority.

They also stopped education in English with predictable results. All the older generation can speak English, but the younger generation can’t.

I fail to understand why Thabo Mbeki, who told fellow students in Moscow when he was in his mid twenties that he would become South Africa’s first black president or prime minister, did not study these facts in the decades he was in exile.

To quote again from “Ghost Train to the Eastern Star” by Paul Theroux:

“The Tamil Tiger secessionist war had had the effect of turning Columbo into a very quiet place, with few visitors and no tourists to speak of……A ‘speak only Sinhalese’ policy, which had been established in schools by the government in the 1970s, meant that so few Sri Lankans spoke English, they were unemployable by foreign companies looking for cheap labour in the IT industries. On one occasion in the 1990s, three thousand college - educated Sri Lankans showed up for call center jobs; fewer than one hundred spoke English.

Rebuffed by the high-tech employers, they were instead hired to make polo shirts and jeans and T-shirts and sneakers in Sri-Lankan sweat shops….The Tamils had been calling for their own state for the past thirty years…The Tigers fought with single-minded savagery….I had been told in Trichy by a boasting Tamil that the Tigers pioneered the suicide bomb…

……the Black Tiger Suicide Squad, its subgroup of zealots, wearers of the self-destructing vest – hold the world record for suicide bombings. The official figure is 1,680 in the twenty years between 1980 and 2000, far more than Hamas and Hezbollah combined. One of the better known Tiger victims was Prime Minister Rajiv Gandhi, who was blown up in Chennai in 1991 by a young Black Tiger woman…..

The Tamil convulsion, and all the deaths…and because the violence had retarded Sri Lanka…..Columbo was a forgotten city with little foreign investment and a failing economy…

Here is a description of where the Tamil problem started, from a different book, “a Passage to Africa” by George Alagiah:

“Africa …was to be, for my family, a place of deliverance, a promised land…I knew this in a way a child knows these things. I learned from half heard conversations between my parents that Ceylon was not somewhere that we Tamils would prosper. So Ceylon was bad, Africa was good….I remember our house in Colombo…..People in Sri-Lanka talk about ‘the disturbances’ of 1958 in much the same way as people in Britain blithely refer to the ‘troubles’ in Northern Ireland. Both are euphemisms….After 1958 a large portion of educated Tamils…began to rethink their lives. My parents were typical of them…..

Years later, Rwandan Tsutsis, Kosovan Albanians….would tell me how they, too, were persecuted for how they looked. Tamils tend to be darker and shorter than the Sinhalese…..Tamils tended to be Hindus or…Christians, certainly not Buddhists….

the riots were to go on for two days and nights before the authorities took any action…..My parents realised it was time to get out….

The reason you will be given for the high number of Tamils at the top levels of the civil service depends on who you ask. The Tamils will tell you it is because they work hard and place more importance on the value of a good education…..the Sinhalese will tell you it is because the Tamils sucked up to the colonial masters and were rewarded with the plum jobs…..But there is- dare I say it- also a little something in the gene pool. There is a certain earnestness about Tamils, just as there is a certain breeziness about the Sinhalese. In a world of caricatures the Tamil would live in a shack and save all his money for a rainy day while the Sinhalese would live in a mansion he could not afford and not worry about the consequences……

Vast amounts of government money were pumped into projects to settle Sinhalese people on land bordering historically Tamil areas….Tamils saw it as a veiled attempt to tamper with the demogaphics of the country…..uncertainties in Africa seemed a better bet than what appeared to us to be at store for us in the country of our birth….

Bandaranaike boasted of how, within twenty-four hours of taking office, he would establish Sinhalese as the official language of the country. Till then, English had been the language of government and commerce…he appointed Buddhism…virtually…as the state religion….

It was an early, if gentle, hint of the process of radicalisation that would eventually lead otherwise peace-loving and sane Tamils to believe that the indiscriminate violence of Tamil terrorists was justifiable…..

There runs through Asian society a thick vein of racism, and Ceylon in the late fifties and early sixties was no exception. Colour, as I said earlier, was, and still is, an issue, and the caste system tended to reflect this…..

We were part of the beginning of the Tamil diaspora. And virtually every man who left was a professional…

So worried was the Ceylonese government when it realised what a haemorrhage of talent it unleashed that, just three weeks before we left the country, it had impounded our passports. We only got them back after the Ghanaian High Commissioner in Columbo lodged a formal complaint…

Over the next decade or so literally thousands of Tamil families left the island….

But now who would run the ministries? How would the roads be maintained? Where were the doctors who would ensure health for all? That is where the migrant professionals came in – Indians, Poles, Filipinos, Ceylonese and Czechs……

Ghana needed us. Tamil professionals could do the jobs left behind by the Brits…

Dr Kwame Nkrumah, Ghana’s first president……..1965 was a watershed for the continent. Within twelve months of the OAU summit, Kwame Nkrumah would be deposed in a military coup…the champion of a greater Africa had been so out of touch he hadn’t realised his people were having to queue for milk…..the rejoicing of the Ghanaian people sent a shiver down the spines of presidents all over Africa. Not in my country, they said. They resolved to concentrate even more power in their own hands…….

My parents decided to send me to a boarding school in Britain…my parents eventually moved to Nigeria and then Zimbabwe.

Photos allege Sri Lanka massacre - சிறிலங்கா போர்க்குற்றம் தொடர்பாக அல்ஜசீரா வெளியிட்டுள்ள புதிய வீடியோ ...



Al Jazeera has obtained photographs that appear to show Sri Lankan army soldiers abusing Tamil civilians in the final days of the Sri Lankan civil war.

The pictures show various graphic scenes, with dead bodies blindfolded and hands bound, shot through the head and mounds of bodies on the back of a farmer's trailer.

It is claimed that the photos were taken in the closing months of the country’s long-running conflict that ended 18 months ago.

One of the photos shows a line of bodies, including what is believed to be the body of the son of Velupillai Prabhakaran, the leader of the rebel group, the Liberation Tigers of Tamil Eelam, or Tamil Tigers, that was defeated in the civil war.

Another photo shows the naked body of a young woman and the body of a boy, perhaps in his early teens.

Authenticity unverified
It is not possible to verify the authenticity of the images that were obtained by Al Jazeera from Tamil contacts who said the photos were handed over by someone from the Sri Lankan military. It is unclear why it has taken so long from them to surface.

The photos came to light just after Gamini Lakshman Peiris, the Sri Lankan minister of external affairs, had visited London to deliver a speech at the International Institute of Strategic Studies. Ethnic Tamil groups had vowed to protest outside the venue.

The Sri Lankan government has always denied allegations of war crimes and promised to take action if it finds evidence of atrocities.

Rajiva Wijesinha, a Sri Lankan MP who is also a former secretary of the country's human rights ministry, told Al Jazeera that the country has launched an "independent" inquiry into the photos of the alleged massacre.

"We have always said that any allegation will be investigated. We believe that our inquiry going on is perfectly independent."

But Dr Sam Pari, a spokeswoman for the Australian Tamil Congress, says there has to foreign pressure on the Sri Lankan government to allow an international independent investigation into the atrocity.

"The responsibility of pressuring Sri Lanka to allow an international independent investigation falls upon the international governments that currently deal with Sri Lanka in the form of trade, tourism etc," she told Al Jazeera in an interview.

"So if these governments start placing trade sanctions and travel bans on Sri Lanka, then Sri Lanka will be forced to allow an international investigation into war crimes."

In May, Mahinda Rajapaksa, the Sri Lankan president, said that his government will not punish the Sri Lankan army for "defeating terrorism".

"[…] If the international community wants to punish Sri Lanka for defeating terrorism, I'm not for that," Rajapaksa said.

Sri Lanka has repeatedly rejected international calls for an independent inquiry into the war against the Tamil Tigers, in which the UN estimates at least 7,000 Tamil civilians were killed.

Other estimates suggest the figure could be as high as 20,000 and the inference is that many were killed by government shelling.

'Whitewash'
Sri Lanka has instead set up its own inquiry called the "Lessons Learnt and Reconciliation Commission" (LLRC), which critics say is a whitewash.

Both Human Rights Watch and Amnesty International have refused to participate in the inquiry, stating that it does not meet international standards for independent and impartial inquiries.

The human rights organisations say that the new photographic evidence warrants an independent investigation.

Some of the scenery in the photos is similar to that in video material leaked to the international media which seems to show the execution of Tamil Tiger fighters by Sri Lankan soldiers.

Again the Sri Lankan government denied the military carried out the executions, however, after detailed examination, professor Philip Alston, the UN’s former special rapporteur to Sri Lanka, said he believes the video is genuine.

Since the end of the war in May last year, no one from the military has been charged with any offence and no evidence has emerged from the government inquiries. Critics say the Sri Lankan government is writing its own history.

For more than 25 years, the Tamil Tigers waged a secessionist campaign in Sri Lanka that led to it being designated a terrorist organisation by 32 countries.

At one stage in the conflict 300,000 displaced Tamil civilians languished in makeshift camps.

According to the latest figures there are some 35,000 Tamils left in government camps. There are more than two million Tamils estimated to be in Sri Lanka.

Emergency powers are still in force; there is a heavy military presence in Tamil areas and more and more Tamils are leaving the country.

Sri lanka: Resettlement and reconciliation in limbo













Green Left reports on the continuing mistreatment of Tamils in the north and east of Sri Lanka.Men in uniform, mainly young soldiers holding AK 47 rifles, are seen all around northern Sri Lanka, from Mannar in north-west to Mullaitivu, the last battlefield in the north-east. In Mullaitivu, there are said to be more soldiers than civilians.

This is the situation in the largely Tamil north of the island one-and-a-half-years after the end of the Sri Lankan Army’s war against the Liberation Tigers of Tamil Eelam (LTTE). Tens of thousands of Tamil civilians were killed by the SLA in the last months of the conflict. Before its defeat, the LTTE had waged an armed struggle for an independent state for Sri Lanka’s Tamil minority. Tamils have suffered systematic discrimination from the Sri Lankan state, which is dominated by the Sinhalese ethnic majority. At the Omanthai military check point in Vavuniya district, passengers are stopped to have their ID checked. Those travelling from Vavuniya town, only four-to-five kilometres away, will have already had their ID card checked three times. Those travelling from Jaffna — the capital of the Northern province — have their belongings searched.

“Don’t worry, [they’re] just checking”, one cheerful Tamil man told me during such a search, trying to comfort me in a bus heading for Jaffna. “Peace has come. You can go everywhere.”

However, “everywhere” is not for “everyone”. At Omanthai checkpoint, foreigners are turned back if they don’t have clearance from the defence ministry. I phoned the ministry beforehand and was told I would be allowed to travel by land. At the checkpoint, however, I was turned away for lack of a pass to show. Foreigners are generally only able to visit to Jaffna by air. It is little wonder they do not want foreigners to travel on the heavily militarised A9 road, which stretches out through the war-ravaged north. The road from Mannar, the capital of the Mannar district, to Vavuniya also has many military posts. In Mannar district, armed soldiers stand on street corners of alleys or in the middle of the road in small villages as well as towns.

“Go that way”, “Come this way” and “Open your bag” are the only words in Sinhalese — the language of Sri Lanka’s ethnic majority — that most Tamil villagers in the area understand. Soldiers stationed in the area speak hardly any Tamil. With communication often impossible, checkpoints were dangerous during the war. Some people were seen for the last time at a checkpoint, never to return.

“My husband was seen last at the army checkpoint in 2007”, 33-year-old Anoja (name changed) told me. “The next day, I went to the checkpoint with my neighbour, who speaks Sinhalese, to ask where my husband was. “A soldier told us we can come inside to check. We were scared, so we left.”

Anoja showed me all sorts of papers issued by police, the Human Rights Commission and human rights groups, to all of whom she has reported her husband’s case. Another woman from the same village has been looking for her missing brother since 2007, when he was last seen at a checkpoint. The 35-year-old woman lost her mother, elder brother and sister when all were shot dead by the Sri Lankan Army in early 1990s. The military’s heavy presence in the north has, ironically, grown drastically after the more than three-decades-long war ended. However, the resettlement in the north of Tamil “internally displaced persons” (IDPs), which is supposed to be a top priority in the post-war era, is developing at a snail’s pace at best.

About 300,000 Tamils were held in IDP camps at the end of the war. All aid provided to help resettlement is overseen by the “commander in charge” of the area. Aid items have to go through army checkpoints set up at the entry of each resettled area. Severe restrictions on NGOs and aid, which have left IDP camps vulnerable to disease and short on food, have now been extended into resettlement areas.

An aid worker in Vanni told me: “We were told by the area commander not to use vehicles with our organisation’s logo. Without the logo, we could bring in aid for the people.” In “P” village in Mannar, thousands of people began to resettle almost one year ago. But most villagers have no means to cope with the rainy season. People are living in temporary housing made of tin sheeting provided by the International Organization for Migration. When released from IDP camps, Tamils were given 25,000 rupee (about $224) by UNHCR. The United Nations World Food Programme (WFP) promised to provide basic food items for six months. A woman from the village said: “Luckily, we were provided with food by WFP until August. It was more than six months.

“Now, we have sowed seeds provided by government for cultivation. [But] until the harvest in about four months’ time, we have no food.”

Some jobs have been available for villagers, such as cleaning public places, which pay about $4.5 per day. But it is far from sustainable work. There are no medical facilities or electricity, other than solar lanterns provided by aid agency Caritas for some families with students. Despite shortfalls, aid and government workers in the region agreed that “P” village is one of the best resettlement cases. Villagers and NGOs complain about the vicious restrictions on aid for the desperate population, complaints supported by government workers.

Sanjive (name changed), a 32-year-old field worker, said: “Some 150 families, who were resettled in and around Periamadu area, were given nothing. But the government hasn’t given permission to NGOs [to help].

“There’s no toilets for those resettled in August, while those who were resettled in September were given only roof materials.”

In early September, Suresh Premanchandra, an MP from the Tamil National Alliance, revealed that 255 families, or 1215 people, were prevented by the commander in charge at Mullaitivu from resettling in their place of origin. No aid has been provided for these people, who are living in a school. Another Tamil politician, Mano Ganeshan, said: “The government wants to keep Tamils desperate for years. This is so people will only be concerned with food and shelter, and they wont think of political or social rights. “This is what has been going on in Palestine. Palestinians have lived in refugee camps for generations.”

It is not by accident that the most solid structure in “P” village is a military camp. When asked how she felt when she first arrived back in her hometown after being displaced for years and then detained in an IDP camp, 32-year-old Buddima (name changed), whispered: “Terrified.” After a pause, she continued: “We are not getting used to living under the army control or being surrounded by them like this. This is terrible.”

The situation for those still in the IDP camps, meanwhile, appears to be becoming more primitive now that most IDPs have been released. Statistics compiled by UNHCR put the number of IDPs released as of August 30 at 258,846. This indicates that somewhere between 25,000 and 30,000 IDPs are still detained in the camps. The world community, appalled by the forced detention of hundreds of thousands of Tamils in barbed wire-surrounded camps, demanded the Sri Lankan government release people as quickly as possible. However, the situation for the IDPs after their release, as well as for those still in the camps, has not been closely monitored.

Those still in the camps say the conditions are inadequate. Rani (name changed), a 21-year-old woman held in the Zone 4 IDP camp, said: “[There have been] no more bowser supplies of [drinking] water since August. Electricity, which used to be available 24 hours-a-day, is now available only five hours each day.

“The army and GA [government agent, a local administrative worker] told us to move to a transit camp. But many of us rejected this because we’re afraid that the authorities will screen people again and take away youth on suspicion they are LTTE.”

Rani was allowed out of the camp for 10 days at the end of September. She said one man who returned after his allowed 10 days was severely beaten by soldiers. She said: “I learned that he had to look after his ailing parents, who were transferred in Colombo. That’s why he returned late.” Another IDP from Zone 4 camp, 35-year-old Sara (name changed), complained about shortages of food and other necessities. “I often eat rice and dhal only”, she said, “no vegetables or other items provided”.

Sara, who has lost all her family members and is alone in the camp, said the camp had stopped providing soap three months ago. The accounts by Sara and Rani backed up a report in June from United Nations Office for the Coordination of Humanitarian Affairs. The report said: “Food commodities for IDPs donated by the USAID [United States Agency for International Development] came to an end on 31 May ... Drinking water distribution shortfalls [are] possible at the end of July.”

One-and-a-half years after one of Asia’s longest wars ended, the Sri Lankan government does not seem to be taking its claim of seeking “reconciliation” with the island’s Tamils seriously. Rather, President Mahinda Rajapakse has focused on keeping his family’s power intact, leaving root cause of the brutal conflict intact. A constitutional reform passed on September 8 is a prime example. It removed presidential term limits and authorised the president to appoint the heads of all independent commissions. Rohan Edrisinha, a professor of Colombo University, said the reform “was introduced without any public notice, discussion or consultation. It is very regressive on ethnic issues as well.”

Having been the scene of brutal ethnic cleansing against the Tamil minority, the island is now being transformed into the Rajapakse family’s personal kingdom. There is no guarantee that, with the regime seeking to strengthen its grip on power and the ongoing mistreatment of Tamils, the ever present guns will remain silent.
